What should I do with a 3rd floor above offices?

I have a old VZictorian house that now has seveal office on the first 2 floors, I have been told that the 3rd floor apartments would not make good office space because of being on the 3rd floor with no elevator, which is cost prohibitive. Do you agree ? If so, what should I put up there, I don't want anymore people living in the apartments up there.

Um you can put a mini bar or cafeteria for the people who work on the 1st n 2nd floor!

how about storage for the people who use the offices on the 1st and 2nd floors...or maybe even meeting rooms for the other offices below.

how about a workout room?

That space would make a good art studio or a special class room. It would also make a day-care for the single moms who work in the offices.
