I think you have to invest more than you have said, assuming the current paying rate + rental rate + the government fees (legal stuff). Assuming you will not be earning much for start-up, your investment will last you at most 4 months.

-lease an office
-get your office equipment here in Phil. customs duty may hit your pocket.

and since your client will not see where your office is, I suggest not having your Office in Manila, try Cebu, for lower rental cost, lower agent salary
