What's the name of the film with the alien from space meeting a boy?

It was a kids' movie, the boy's name was Spencer and aliens from space came and met him. I remember him wearing the alien as a suit. There are a few scenes that I remember:

1. He goes to his teacher's house to use the bathroom
2. He almost kills the girl that he has a crush on
3. He tells the alien a joke: What do you call a cow with no legs? Ground beef!
4. His older sister has an irresponsible boyfriend
