I'm trying to remember the name of a movie. boy is taken to space with dog with collar that allows it to talk?

I'm trying to remember the name of a movie I saw when I was a kid on tv. all I can remember from the movie is this boy is taken somewhere in space and he meets this dog that has a collar around its neck with a mouth that talks. I also remember it had to do with like an alien type zoo where they would recreate their own environments.
