What do you do when a family member (whom you've never met) asks for help?

Ok, here's my dilemma, long story short. I'm adopted and found my family last year. My Natural Brother is in the process of getting a divorce and would like to move on (preferably) with me and my family here in AR (he lives in VA right now)
We have talked on the phone 3 times a week since we found each other but, have never met in person, he is 10 years younger then me and had a slightly troubled past as I did (he killed a man in self defense but, did serve time for Involuntary Manslaughter" because of it (3 years served)

I have always wanted to meet my brother, sis and Mom but, I'm afraid that these would not be the right circumstances

**as I've tried this before with a brother that I was raised with (also adopted) and it backfired big time, of course, he was a mess, has a drug addiction and was a lazy little sh*t (he's a bit better now and living in NY)**

I've got 2 rentals that are empty so room's not a problem.

This could be a great opportunity to get to know your biological brother. Family is precious. BUT set clear ground rules before he comes out. You've been through this before so you know what you need. example: 1. Pay rent every month 2. Rules of the room i.e. no parties, painting walls, drugs, etc.. just like any other tenant. If he needs to get a job give him a specific amount of time to do so. You're not being mean, let him know you want him there, but he has to be like anyone else who would take the rental. Don't enable drug abuse or criminal behavior, but do enable positive living. Good luck

Hope for the best but plan for the worst is how I would advise. Trust is earned over time, this sounds like someone who, down on his luck, has found a second chance (hopefully) or gold mine (worst case scenario). Use caution and go slow. Hopefully it works out for everyone.
