Was I too harsh??

Well, there's this guy mike who i like that ive been waiting to meet in person in high school because we seen our pictures and my best friend Allie knows him, so anyways I also had this friend josh, who well ive always thought of as a best buddy you know what I meen! anyways me and my pals Dawna and Stephanie ( we were biking 10 minutes prior due to boredome) so anyways Dawna asked steph if he liked me and he said "Yeah, why?" and we forgot about it after I freaked out.
So anyways I went on later to check my email and yahoo and answers, and an IM came up from him asking "will you go out with me...im seriouse"
I said maybe, but I was freaked because im not one to like to turn someone down, I well joked and chatted for up to 30 mins and made him excited thinking ill say yes,
So the next day I was so FREAKED and was avoiding him and giving that "leave me alone" attitude in my voice when you dont like someone. finally he approched me "so will you" I froze up and said , o ran out of room

and said "NO! WE SHOULD JUST BE FRIENDS OK!" gentally but after he looked so sad....and I felt guilty, he really liked me but i wasnt interested, and i was a little snotty afterwards cuz i felt awkward Was I Too harsh??
What do I do to make it up to him? hes my friend,
What could have I done? (if there was something else...
