Is it ok for a secretary to get inside her manager's room while the meeting?

or she has to ask him a permission first , what she should say ?

If it is a good reason - or an arguably good reason - the manager will appreciate the initiative.

Yes if you're required to aid the manager or have to take notes of the meeting, or maybe serve coffee. Even then, one tries to be as unobtrusive as possible.

Other than that, avoid going in unannounced, Or unless called in.
