I have to write a letter to the landlord about my upstairs neighbors making noise. How should I handle it?

The upstairs neighbors continue make noise over top of us. They doing this on purpose, because the daughter attack me and my room came to my aid and she had the girl arrested. They both took out a complaint against each and they both drop the charges. We though after that it would be quite, I guess we were wrong. They countinue to harass us by stomping, dragging furniture, and throwing heavy objects on the floor. Putting a radio on the floor and putting a channel on heigh frequency, At night the son comes in and walks really heavy with boots on. Oh yes the mother and the daughter walks around in heigh heels for hours. I live live in an old building and did try contact the Landlord back in November and I got no response. We went to tenant meeting about a week ago and the one the tenants who is the daughter supervisor say he would talk to them. We haven't heard back from him yet. so they probably told him that we are lying. Please find a solution to this problem.

the neighbors I talk to one of tenant assocation. They told him that they were not aware of the noise that were making. How can not be aware of the noise you make when you banging, stomping and dragging furniture.
some body please tell that is not done on purpose, and also if double building post-war II building how some body floor is better made then another floor, that seem like noise, please answer that one.

In any communication with your landlord and your neighbours, I would be polite but insistent. I would refrain from any verbal abuse or insulting remarks regarding your neighbours, instead acknowledging that you realize that it is difficult to keep from making any noise but that the recent levels have been disturbing. I would try to develop some rapport with the people I must live beneath, and I would try to be mature and reasonable, in short, to be the bigger person. However, if this is not possible, then I would consider moving.

Yes I would thank everyone for comments they were very help full. I'm considering moving but still have only six month on my lease. We are be insistent and we not using and verbal abuse or insulting remarks. so pray that we can resolve this once againg

The whole family is screwy. Best to avoid them. When your lease is up, get out of there. However, as I left I'd address a letter to the manager and the owner explaining why you were leaving, "unprovoked attack by tenants" and "malicious noise making at all hours from the tenants above." The more you complain or call the authorities, the more they will go to annoy you and perhaps even attack you again.
