Travel document is ridiculously taking forever?

Okey..this is my story. I submitted my I-131 in December 2007. it had not been updated until march 28. INS emailed me on March 28 along with the result. It was denied because I failed to submit 2 passport pictures. I鈥檓 not really sure if I made a mistake or didn鈥檛 quite understand the instruction. This is what I saw in the i-131 instruction 鈥業f you are outside the United States and filing for a refugee travel document, or if you are in the United States and filing for advance parole document.You must submit two identical color photographs of yourself taken within 30 days of the filing of this application.鈥?What made me confused was that I鈥檓 in U.S and applying for travel document, not advance parole!! So I didn鈥檛 submitted my pictures. I should have done that but anyway I received a letter from INS saying my travel document was denied and the reason was below blah blah blah. I was really surprised. What could I do? NONE! They kindly attached i-290B which is appeal form. So I checked the processing time for i131 appeal. It said CURRENT. I thought that submitting appeal would be a lot faster than submitting a new application. It wasn鈥檛 that cheap! $585!! They sent me a received letter on April 15. it has been pending ever since. I just called them today to find out if my application was still existed. I mean c鈥?mon鈥ow long does it take for you to forward the mail to AAO ( according to INS procedure, if you鈥檙e filing for appeal you need to send that form to the service center that made the original decision. Then they forward it to AAO to make a decision). I called AAO this morning (05/14/08). Nothing was filed under my name ( AAO and INS do not share the same database). It has been a MONTH! I have spent almost 1000 bucks on this a piece of S***. Sorry I was a little frustrated. Oh one more thing. You know you can check processing time online.right? funny through..when I check current processing time back in January 08..it said they were processing the applications which were received by June 2007. when I checked it in Feb 08, it said they were doing May 07!!!!!! How come it went back down???? I was like ..ok may be system error ..right? in march 08, they updated!! NOW processing july 07. thank you! And has been STUCKED since!!! You go check it now buddy.. for i131 from Nebraska office. Still JULY07. im soooo disappointed.

I know you don't want to hear this but such is bureaucracy of the government. Most of these people are unqualified and don't really care. These are governement jobs filled with people who can't be fired and who don't care.
