Forwarding something, address book will not drop down?

When I want to forward something to someone, usually my address book will drop down as I click on it so I can put an address in there to mail too a person of my choice, and it will not do anything. Can you help me?

The option has changed. Try it this way.
After you click on Forward, click on "To" to open your address book which is set up only for emailing.
Check the boxes next to the contacts you wish to send to, go to the top of the list and click "Insert Checked Contacts." The addresses you selected will be in the "TO" field and the address book will close.
