Failure to appear in Los Angeles, but I didn't know about the court date!?

About three months ago, I moved. I did everything I was supposed to, including notified the DMV in Los Angeles, and even got a handy little beige card with my new address. Today, I got mail that was forwarded from my old address saying that I had failed to appear in court in November for a parking violation and an additional $300 had been added to my "bail" and handed to a collection agency.
1) I haven't received any notices on my car of any violation (ticket, etc.)
2) I hadn't received any notice from the DMV in my mailbox.
3) My phone # hasn't changed, and I got no notice there.
4) The "collection" notice was sent to my old address, rather than my new address.

What are my options? I'm fine with paying the original citation, although that in itself is a little shady, but it's only a $110 ticket, and now they're adding a $300 fee on it, but this is the first I've heard of it at all! The DMV had my new address, but didn't use it. Help?

UPDATE: I called the number on the failure to appear notice, and it was a collection agency. They told me I have to pay $531 and have until the end of the week, else they will garnish my wages. I then called the court and they told me that they can't help me lower the amount because it's out of their system. They also won't give me the original citation time and date! I don't even know what's going on with this, and I feel very cheated. I tried the suggestion of requesting a new court date, but they said that if I did that my license would be suspended!

It seems I have no options at all.

Call the number on the back and explain what happened and request more info. Sometimes they will work with you to make everything easier.

Ask for a new court date. At the hearing, explain the situation and ask for a plea bargain where you pay only the original amount.
