Leasing decommissioned Cruise boats?

How does one go about go about securing a term lease (e.g. 1-2 years) on a cruise boat?

Criteria:
- Able to make the distance to an international port of choice
and moored offshore
- 1,000 plus room not requiring major refurbishment
- Commercial space for shops, etc.

Please provide examples of similar arrangements elsewhere and estimated costs
