Does anyone know this dance/techno hit probably from the late 80`s/early 90`s?

This was a song which was frequently played at the discos in Norway back in the early 90`s when I was a teenager. I think it was a huge hit, but it could already be some years old when I first heard it. Maybe it`s from the late 80`s.
It has this laughing in it, like a computer laughing, or the voice of a person who recently has swallowed some gas from a balloon...You know what I mean... this tiny wierd space-voice. And it`s like "ehehehehe" or "ahahahahaha", which goes on and on through the whole song... The song might be a little bit similar to the abracadabra dance song from the 90`s if you know what I mean. Quite melodic and commercial. But I havn`t heard this song since the early 90`s, so it`s hard to remember.

This was a dance song, maybe it has something to do with ducks? It could be something like that. Donald duck techno or something. But the voice/laughing is not a donald duck look-alike voice, rather a tiny space voice.

Please, help me find the artist and the name.

This is a long shot but listen to the beginning of this song. There are about 20 or so different mixes of this so even if its not the right version it may help some. It does have the laughing and the spacey helium voice.
