I need advice about handling a victimization situation?

My niece is in a childhood obesity program called " Live light, live right". She was targeted by a gym trainer and I complained to her supervisor and also the person above him at the time. It was never officially resolved because they all just wanted the ugly situation to go away and I didn't want to create excessive negativity for her. She is now being targeted by another trainer and also apparently the supervisor. He told her directly that she is a troublemaker who thinks that she can get away with anything since I complained. This is a city funded program and the behavior is unprofessional to say the least. I have received no phone calls or letters complaining about any trouble that she may have caused. In fact, she alerted me months ago, that the trainer who targeted her today used to constantly observe her as if she was trying to catch her doing something wrong. I would like to know how I go about really dealing with these people. Where can I complain effectively? We live in NYC.

Get a "fat" commentator to go to the program and observe as if they were doing an article on it..

Then put the idiots on TV and threaten their budget.
