DESPERATELY need help writing a program as i have no idea how to do so. PLEASE!!!?

Im taking c++ course and its been 5 weeks and still dont understand how to write codes or programs. PLEASE HELP!
here is the question:
Write a modular program which will calculate Gross Pay for an employee given the hours worked and the pay rate. The user will be prompted to enter his/her name up to 20 characters, social security number in the format ddd-dd-dddd, hours worked (60 hours max) and hourly pay rate (up to $20.00 per hours max). Hours worked and hourly pay rate must be error-handled. The gross pay will be calculated on the basis of regular pay for hours worked up to 40 hours and overtime pay ( at 1 陆 the hourly pay rate) for all hours worked above 40 hours. The output should display the employee's name; social security number; pay rate; hours worked in terms of regular hours and over-time hours; regular pay, over-time pay and total gross pay as it might appear on a pay stub. Give the user an option of running the program again for another employee.

main( ) will define all variables used to contain user input values and calculated results. These will be the only variables defined in main( ).
main( ) will call five functions as described below:
鈥?a void function to clear the screen and display the User heading,
鈥?a void function to get employee information from the user
鈥?a void function to calculate the gross pay hours and pay components
鈥?a void function to display a formatted gross pay stub
鈥?an int function to prompt the user the run the program again. This function returns a 1 or 0 value.

Nobody is going to write an entire program for you.
