Loud noise in philadelphia. what to do?

The building across my street has loud drumming, usually between 8pm to 12 midnite or after. The drumming is atrocious! and so is the guitar. At times they start at 3pm. My problem is not being able to sleep after 10 when i have to get up at 5 to get to a hospital that far away for a rotation.
There are only 4 houses on my street. Most of us aren't around for the most part due to rotations. Our street is somewhat of an alley so there really isn't any traffic and the next thing to that building is a parking lot.

Whenever i call the police they to report they don't show up.

I had a cop coming down my street and when i asked if he could tell the people to stop the loud drumming, he told me there's nothing he can do. He agreed it was very loud and told me to go to the court down 11th street tomorrow to file a complaint so they fine the building.

How do i handle this situation? i read there's a noise ordinance; why won't the cop do anything about it when he heard the noise?

I know the police has stuff to do but the thing is, if the cop is right in front of you and all they have to do is go over and knock on the door and ask them to stop the loud drumming why won't they do it? this is what happened in my case.

there is a ordinance in the city where they can write a fine for those who violate it so why won't they? I know the cops won't show up if you call about loud noise in your neighborhood. Heck, they won't even show up if you called to report a child abuse case where the child shows up with bleeding in the eye and wounds all over from being beaten with a baseball bat by their parent. I know this because i saw this while rotating through a philly school.

I would recommend working up the ladder.

Find out who his boss is.. then find out who the boss's boss is.

That's how you get things done in most situations.

You do have to file a complaint though.. I had a similar situation and it is a necessary step.

Not to sound like a jerk but the police in Philly have a lot more to worry about than a noise complaint.

and 11,655 Motor vehicle thefts.
With the rape, robbery, and murder rate so high in the city of brotherly love they simple may not have the time to come over and tell your neighbors to be quit.
