Lewd Conduct in a Vacaville, CA Park, why do people pretend it's not happening?

It was the most horrible thing I could ever imagined. I saw a man vigorously masturbating over his shorts & then under his shorts. I immediately called the Vacaville PD. When the first officer arrived the suspect had an errection admitted to this & said that it wasn't his first time, he's done this before & that Alamo Creek Park in Vacaville was his favorite place to go watch the kids & "Get Off". We were told that the suspect said he wears depends underwear, he first pees on himself while watching the children play, he masturbates until he ejaculates while standing up a few feet from the kiddy playground. He just stands there in front of the children with an errection. Most of the parents witnessed this but only my group of parents where the only ones who came forward to make a statement to the police. Our children should come first & I would think every parent would be outraged. Unless I made a citizens arrest he would've walked. Why would the other parents ignore it?

There where 10 to 15 parents there and about 30 children. The newspapers made a little tiny report and where not accurate in the report but no picture of the suspect was publicised. I called Channel 10, Channel 13, Channel 3 & 58, Channel 40 and no one made an attempt to report this. To top things off the officer that had me sign the citizens arrest form said that the suspect claimed to work for the city as a children's sports coach. Can you believe this?

It's just because of the fact that people avoid confrontation that that dude didn't get the cops called on him before. Sick fecking people around these days... I honestly think that is the same guy my friend punched in the face though so feel a bit better :]
My friends and I were biking and skating through that same park [pretty sure] in Cowtown, and some guy had his hand down his pants and was staring at my friend as we went by. We were all 18 at that time. It was really weird. My friend stops, and does it running-wind-up-flying Jackie Chan punch thing right to the side of the guy's face and then continues riding. He clocked him good for ya. It was the funniest thing I've ever seen.

If he has a low mental age and learning difficulties then maybe he shouldn't be out alone!! who is responsible for this man/child? Sounds like social services should be involved. Report It
