How is back child support taken from income tax?

I filed my income tax and was suppose to get back 3600 on Feb 9th. It was all stopped because of back child support. The odd thing is they broke it up into 2 amounts, one was 900 and the other 2700. My sister received the 900 around the first of this month. She has not gotten the 2700. What is going on? Don't think she wants to keep calling them but she and my child are entitled to that. I worked for it.
Is she going to get the rest of the money, is the child support office going to get it or what? and why does it take so long for the money to be forwarded.

Tax offsets take about 6 months to process to the recipient. FMS sits on it to allow for a spouse to file an Injured Spouse claim. The IRS can't give them any information about your return, even to tell them you file as Single, so FMS has to sit on it.

Not sure that the $900 has anything to do with the offset; it sounds more like a wage garnishment.
