The only way that they are able to make calls are collect. Is there any way that he can call me collect on my cellphone or can I have the calls forwarded from my home to my cell since I am never home to answer them? If there is any other way can someone please let me knw. I really need to speak with him..

Call the Facility and tell them that you need him to call you on your cellphone. Give them your number and it should not be a problem at all.
You could also give them a specific time for him to call you at your home phone. Just leave the message and be specific. Tell them that it is urgent.
