How can I find business business partner in foreign country?

Hello,everyone .I am a japanese living in Tokyo.I want to start a business.
I am a japanese judicial scrivener.So I have enough knowledge about Japanese law.I want to start realtor and broker of investor and representative of export.I want to privide service who want to buy real estate in Japan or invest in japanese shares or inport goods or even start business or live in japan.
To start this business , where can I find a business partner? Do you know ?
