Can a Mentally Disabled person sign a waiver/contract?

I have a business, the nature of which requires me to have my clients sign a waiver of liability and a contract for services. I was contacted by a woman who wants me to work with her mentally disabled sister who lives in another city. The mentally disabled sister apparently lives alone without a caretaker and is "high functioning", but she cannot read! How can I legally protect myself? Can this woman sign a contract, and if not, what steps do I need to take to make the waiver/contract is legally binding?

I would ask that the woman who contacted you to sign the waiver.
