Can state owned corporations be as affective as private owned corporations?

What do you think?, personally i think it could.

By changing thier motives to a for profit coporation. State owned Corporations could stay as competitive as private corporations. The benefits are that Governments will be have larger surpluses(Better or more social services). Employees will have more benefits since they are Government employees, like Tax cuts, and greater access to Government Services. They could also provide provide more nationalism for their citizens, by being a succesful corporation locally and maybe worldwide

They are state owned, but the Government does not play a part of management of the corporation. Think of Government as being the Largest shareholder of the Company and the rest being other bodies. The Managament is done by a professional educated in business a CEO just like in a private corporation. The government is only there only for the mere purpose of evaluating management.

I think is better for development if its state owned than Private owned

History would disagree with you. Typically when a companies goal is profit they tend to make decisions that are actually better for the employees, the customers and society as a whole.
