If a business has used your services but has not paid you and it has been over a year, Can they refuse to pay?

This works best if they gave you a check that wasn't cashable. The DA would have them thrown in jail today. But, yeah, contact the DA's office, the police can't do anything, and then you would file a lawsuit. And, you still have time. Keep records of everything, and any calls you are making to them. You want a solid case if this goes to court.

You can take them to debtors court to get your fees. Never work for anyone without setting up a retainer first. Also get a contract if you have it in writing then they will have to pay.
