I wrote a check for services and never received the services. I notifided the man that I was going to stop payment on the check. Another business cashed it and is now taking me to small claims court. Shouldn't he be suing the man who signed the check?

Probably; but in some states, stop payment is a legal offense, and he may have recourse against you.

If it was written out to the third party, it should go against them. If you left the name part blank, it could possibly go back to you. Call the bank and ask..

the guy that signed the back of the check?well it is your check and you are responsible for it
take the guy who cashed it to claims court,easy win he got a 4th party to cash it because he new it was no good

you will have to convince the court that they are suing the wrong person maybe you will get out of it
