Small Claims Court for Water in Basement Estimate??

A few months ago my basement got some water in it and I called and got a written estimate from a service man (to clean the wet carpet, disinfect, etc). I submitted to insurance but decieded to do the work myself. Now the guy I got my estimate from is calling and telling me that if I don't give him $200-300 for his time in writting up the estimate he is going to take me to small claims court. All he did was write an estimate for me, never made a house call, never sent a bill and never said the estimate would cost me anything. Just asked that I might be kind enough to compensate him for his time. This is this guy's job to submit bids and hope that he gets the business. Does this guy really have an option of small claims court?

No. a contract requires an agreement.

When you say he never made a house call, does that mean he bid on this without ever seeing the house?

When you say he just asked that he be compensated for his time, does that mean he asked you to do that before he prepared the bid?

If he told you he expected to be compensated for his time and you said "come on over and take a look" and then he did, he might, might, might, have a case.
