Cheapest mailing services for businesses?

I sell many items on eBay and most of my products weigh less than 4oz. They range from 1-4oz and majority of times they are only 2oz. What is the best solution for me to reduce shipping cost? But I would still need delivery confirmation.

My packaging is usually under 11"x7.5" and they are the bubble paper envelopes.

Usually USPS is cheaper, but their tracking online sucks, so you can start comparing by going to the websites and you can check how much is shipping if you the size and weight of the package you are sending. Most eBay sellers use UPS, but some uses DHL.

What kind of packaging do you use? That important to answer this correctly. I know that if you use a thick envelope, you can ship 1st class if under 13 oz and if you print labels from paypal..DC is 18 cents. If you use priority mail...DC is free with paypal.
