Is dubai only about underworld, crime and muslim dons?

i am from india, ever since i was a child, from various sources i got an impression that dubai is an oil and gold trade hub but it is also the center of anti-indian activities, smugglers, crooks underworld dons and arms-racket.
why indians regularly visit there(esp muslims)? when most of them have no business in oil or gold. are the law of the land is lenient to crooks? or gulf nations naturally shelter terrorism and crime wihich is directed towords un-islamic nations?

You will see that there is a lot of money in Dubai and with money comes power and corruption, no matter what religion one is or what nationality one is. Yes they along with many other Muslim nations allow terrorist elements thrive in their nation. While the governments response to this is that they do not in any way condone terrorism they do little to stop it if anything. This is because as a rule the terrorism is focused away from their nations and their citizens. If it were focused on them then they would be doing a lot more about it. You have to know that many see those people as freedom fighters or holy warriors, so they aren't looked down upon as much. Dubai is a pretty country from a friend I have that has gone there. They are now working on making it more of a tourist place for the wealthy.

Dubai is a port city for more western leaning countries, so it can become a mingling point of a variety of cultures. A variety of people pull into port and that mingling of cultures consists of a wide variety of goods/services to accommodate the diverse crowd of people. One looks most for signs/symptoms of what one is interested in finding in such a place. This occurs frequently in ports of shipping, air travel, and anyplace tourist 'intensive'.

No country, or people, need bias their own beliefs based on country, race, culture: OR religion, upon a port city. A shipping port is the blender of cultures. Keep yours, sample others, and terrorism loses it's fear in the face of seeing something different than what one is accustomed to see.
