Do laser hair removal centers lie and cheat to get more business?

I have been getting lasered for 2 yrs. now. I had just a certain area on my neck that had unwanted hair. Prior to getting lasered, they shave and prep you. I questioned the girl when she shaved my whole entire neck! I said, "won't I grow hair there too? And why are you shaving my whole neck is it's only a small area, and isn't it going to grow out thicker and coarser?" She said, "no, it won't." Well now I have hair growing out thick and course all over my neck and now I need to go back to have that lasered too! It is costing me a fortune. Their response was that I just didn't notice the hair before, and that it was always there. I have been to 2 different centers and they tell me the same thing. Do they teach them that in school to drum up more business? Has anyone had a similar experience?
