How can I bring more customers to my business?

I own a used car dealership. It's located off of a major heavily traveled road in a capital city- but you have to turn onto a street to be able to see it, and the county doesn't allow signs out by the major highway. What can I do to bring more customers over and get my presence well known? besides the local newspaper, craigslist, and even on foot handing flyers out in busy shopping centers. Please help! Maybe you can try to contact all your neighbour.. since WOM marketing is the costless and high effective. But in tht term you have to give a fully service is if not you will get negative WOM by your neighbour.
Also u can try to grab small customer as many as you can.
arrange several package that attrack the buyer.
Also you can give discount or voucher it's will help in gainning buyer to get back.
