Starting a business?

I have some rental property I am wanting to turn into a drug intervention center , an assisted living center, or possible a private jail. I know how to start on the assisted living but what about the jail and/or drug intervention center. Anyone with contacts or contact information on wherre to start this process? Thanks in advance.
