Starting a Major Gaming Center?

Gaming centers are becoming more and more popular in my area, but there are only two, both with fairly high prices, and limited numbers of computers, as well as kind of out-dated equipment. I've done all the numbers for pricing, loans/interest, electricity, updates & upgrades, and minimum # of customers on a weekly basis to pay off all debts incurred. My main concern is that there MIGHT not be enough publicity to pull in customers. Despite having lower costs and a better experience, other businesses have failed simply because of lack of publicity. One of my friends is a very talented artist and wants to get in to game design later in his life, I offered him a possible partnership where he could handle advertisements, visuals, designs, and pretty much just the look of things, he said he would love to if we could work out all of the details first. How would we go about most effectively, and with as little money as possible, advertising to low budget gamers who want the high quality exp.?

Along with the hourly rates of $2 per computer (for gaming) and $1 per computer (for internet, art programs, and email)
We were also considering picking a larger building, and converting part of it into a laser-quest-like area, so once the gamers were done playing shooters they would be able to go prove their skills to eachother.

Another thought that occurred to me, was that we add a music section instead. With a small selection of drums, electric guitars, keyboards, and electric bass guitars, along with recording equipment and amp modeling hardware, so that people who love to play music, but don't have all the fancy equipment.

Very broad question.
To get people in the door, try to know your customer.
it may not be the person you except. You will find Kinko's rents computers out to people typing letters!,
During the slow part of the day, offer computer classes to the out of work or retired. Even Internet access for them.
During the evening and Saturday, try a contest.
Unreal game, with a 25 gift card to the winner of the night.

The laser tag is a good Idea, try to get groups, offer discounts to groups. Have a birthday party package.

Stand on the street corner or shopping center and out fliers.
to catch the peoples attention.

It may take you a month or more to know your customer, so plan to adjust your ideas.

Be careful how may 'partners' you bring on, you may find you have nothing left at the end, just offer to pay them when you make a profit, and offer them a partnership after they have shown they are willing to put in the hard work.
