Does a former head of H.U.D. make a valid point in asserting that government is working in crack cocain?

Seems the relationship of business venture's law enforcement and judical sentences has created havock in the black communities for years .A study by hud has shown a relationship between section 8 housing crime and the courts all in an effort to destroy the black community .
A money trail between cocain suppliers and inner city minority communities has shown that the same homes paid for by hud are also the same homes owned by the drug suppliers and the renters are the drug dealers at the street level who work to devalue property in poor black communities that have become the center of financial and state intrest as these properties are now in the heart of expanding cities.
ONCE condemed and allowed to fall into unsustainable communities the land is bought out and then financed by hud until such time as the entire area collapses in crime .THEN entire areas are redistricted and re-zoned to commericialy viable property that is woth 500 times the value it held as the slum it was .

Former assistant HUD Assistant Secretary of Housing Catherine Austin Fitts under President GHW Bush has gone very public about HUD's use of illegal accounting, embezzlement, and many other schemes. I am not sure what to make of this and therefore will not comment. I do agree however that history has shown us that US administrations over time have not always acted in the best interest of the Black community. I take for instance the level of Death Row candidates in comparison to murders committed in the US.

I can't find that HUD study... can you supply a link?
