Government work at home job?

I received a voicemail from some Government Agency message center saying there were some openings for work at home positions. It said I would be dealing with refund checks for people who have paid off their mortgages. It also mentions sending in $70 to get started, however, if at any time I wish to cancel (even if I have already started) I will get my $70 refunded back to me. It says that for every refund check I get processed, I will receive between $400-$800. It also mentions that I cannot make more than $38,942.00 per year. Is this type of business legit? Has anyone done this, and does it work out? Any input is greatly appreciated.

The government does not solicit for employees thru cold-calling.

The sending in $70 to get started part is a red flag which should tell you it is a scam. Government agencies do not charge money to apply for jobs.

There are so many online job offers on Internet but 99% of them are scam!
