How can you open a busniess in other state if you dont leave in that state and you will not have an office?

It will be an internet base business.
I want to open an internet base business in NJ but i leave in PA, i can not rent anything there to put that as my business address an they don't accept PO BOX

what solution i have

If it's an internet business than it should not matter. As long as you get the proper Tax ID and/or business license for the state that you live in you should be okay.
