Does google adsense a part of my google ad?please help.?

we're an advertisers in Google,. we pay 500usd or more every two weeks becoz of the number of clicks in our business website. Last night, we went to our website host and looked at the ip addresses of all those who click on our website, for 2 weeks we have 1400+ clicks. but when we run through those ip addresses, mostly its from other countries and other states. Our business is only local business, and when we sign up with google we strongly stated there that its only for Minnesota Locals.. does Google adsense has a part of this? please help me

You have to paste a script code into your blog before the tag <body>

You have to read well the contract with adsense, I don't think that a visit is enough to earn money.
