Is it legal to contact a business e-mail address for the purpose of solicitation of services?

Someone I know received an e-mail concerning disney vacations and discounts. It was sent from a personal account, with a business e-mail added at the bottom, to a work e-mail address. This person has a personal account, which also received the same message. Is it legal for the sender to solicit a work address?

it is best just to delete the message. Do not respond as then they will know they have reached a valid email account. It is their way of checking.
As to the legalities, since it is over the internet, not sure if there is anything you can do, unless the business they do is illegal in the eyes of the law.
