I'm trying to build a business....i need information on getting a secure web address?

i have a business plan and money to start my company, but i've looked online for websites that build websites...i don't know which is legitimate...
i would not mind building it myself..but which is more cost effective; getting the address and developing it on getting someone to build it?
(P.S. if you build webpages...you can send me an e-mail with the cost involved)
i'm not looking for those unsecure webpages that have a million pop-ups in them either....

so how do i go about this?
