Whom to address a consumer complaint against NOKIA for cell phone legally?

I purchased one CDMA NOKIA 2255 cell phone. Within two month it developed snag. I sent to NOKIA authorised service center at Delhi 17 May for repair. Till date it has neither been repaired nor replaced. I have tried many NOKIA plateform like repair center, dealer, NOKIA Gurgaon office, NOKIA CARE almost on daily basis through telephone, e-mail. All the agencies being the NOKIA wing has different version o0n the problem. There seems to be no co ordination between them. Repair center says it is beyond repair and has to be replaced. Care center maintains it has to be repaired. Dealer say he is help less. Head office at Gurgaon does not have any update on the subject. Now fed up of the situation I have purchased new LG set. Please help me to get compensations for loss of business, money spent on both the sets as well of mental agoney i have suffered. I am planning to go to consumer court. can some body help me how and whom to address the legal application so the company can be booked
