Actually, White House scandals are not all that important for foreign relations - Clinton is still a huge and prominent statesman figure around the globe and the Bush-CIA leak is seen as a rather odd american thing. Important for foreign relations is that which touches foreigners; witness the current row over CIA's extraordinary renditions and Guantanamo, or the Iran-Contras scandal, or indeed the justifications for the Iraq war - clearly the Administration lied about WMD and that is seriously harming American interests overseas.

The scandals are very negative because they demonstrate the venerability that exists in the executive branch. If this country that presumes to be world leader is so vulnerable to scandals and especially ones like Clinton was in, imagine having the world know where our weaknesses are which makes us easy prey for our enemies.
