Is Dick Cheney a madman?

There was a news item last week that Dick Cheney said something to the effect that the office of the Vice-President of the US is not part of the executive branch of government. Since the form of government is specified in the Constitution, (Executive, Legislative, and Judicial), exactly where does the Vice-President's office fit in if not the executive branch? Does Dick Cheney have such a low regard for the intelligence of the American people that he feels he can make such an outlandish statement? Does he expect us to believe that the office of the Vice-President is a private, non-governmental agency?

I suspect he is saying this because he has documentation or evidence he is trying to hide and figures he can do this best if he can make people believe the office of the Vice President is a private entity (like Haliburton) and totally unassociated with the US government.
