Help with government hw! i dont know the answer?

The concept of "divided government" in the US means that one political party can control the executive branch while another controls the legislative branch. this poses problems for the president in making appointments to the federal offices.

a) Describe two problems that divided government poses for the president in making federal appointments.

b) identify and explain two ways presidents try to overcome the problems in a.

A. an example would be when President Bush tried to put John Bolton in as UN representative and the Dems opposed it.

B. President Bush appointed him in a temporary position hoping to win the vote and be able to get him sworn in later under a republican congress.

Another example would be supreme court nominees.

The president can nominate someone but if the congress opposes the person the president will have to put forth another nominee like in the case of his White House counsel, Harriet Meyers.

I don't know who wrote this question, but the term "divided government" is incorrect terminology. There is no "concept" of divided government . As related to U.S. History: http://www.en.wikipedia.org/wiki/Divided...

The correct terminology is "separation of powers" which is established in the Constitution of United States of America, and attempts to equalized and balance the governmental powers between the Executive, Legislative, and Judicial Branches.

a) Implies that Presidents should not have problems making government appointments, and that divided government (separation of powers) is a pain!!! Separation of powers is what our American system of Constitutional democratic government is all about!!!!

b) How do Presidents try to overcome the protections in the Constitution of the United States of America, concerning the 'separation of governmental powers' to impose their will upon the country? (This is my amplified revision of the substance of b)

Some subjects for study:

Appointments made by the executive branch.

Separation of powers in the Constitution of the United States of America

EXECUTIVE ORDERS BY THE PRESIDENT(S) OF THE UNITED STATES

Question: Can executive orders be unconstitutional???
