It all depends on wether or not they can muster the 2/3 majority they need to end debate.

Given the current mindset of the republican party, Cheney could dance around his office naked kicking puppies and biting off the heads of chickens and they would still support him.

So while this egregarious abuse of power would, in normal circumstances, be quickly nipped in the bud I don't see how anyone (not even Bush) could stop him.

But they could at least try.

According to this series on Cheney, he might as well be President. He's the real "Decider".

I hope Congress does cut his funding. It would restore my faith that they may be able to function in the interest of the country.

It isn't in the Dem's interest. Any item one party does to the other haunts them. The term limit was put in against the Dem's. The Republicans wished it wasn't there when it affected Reagan.
