I vote for "A" for both questions

Depending on what the 2nd question means by "The first state constitutions, it would be either A or B

The other respondents are well-intentioned but wrong.

The first is, as they guessed, (a). However, the second is not (a) but (b), as the survivors of a war against a "divine right" monarch were in no mood to create strong executive figures at home to replace him. In fact, some States went so far as vesting the executive authority, not in an individual, but in a small council, separate from the legislature. The legislatures predominated in authority in the earliest State constitutions, and the only answer consistent with that fact is (b).
