Can I get some PayPal help?

Can a UK PayPal account send U.S. dollars to a U.S. PayPal account the same way if it was a U.S. to U.S. PayPal transfer. I would be on the receiving end and have been told that customer in UK can't pay with PayPal but the funds are for my services so I just need to know before I get started and it is a time sensitive project.

you should be able to.. i have a business paypal account and i can send money in euros, pounds, yen, etc to anyone that can receive it. the customer may not have a business level paypal account (could just be a regular personal level instead) and if that's the case then it may not be possible. upgrading to a business level doesn't cost much if at all (i don't remember if it cost me anything to upgrade, i don't think it did though) and it gives lots more freedom with using paypal with different customers/money exchange rates/etc.
