I beg u, plz, come and help me. plz! Urgent :(?

I have several questions regarding Firewall and ICS:

1) When i click on Windows Firewall in Control Panel, it doesn't open; an error message appears stating that: "Windows Firewall setting cannot be displayed because the associated service is not running. Do you want to start the Windows Firewall/Internet Connection Sharing(ICS) service?" and when i click yes, and go to services.msc, i try to start it but then it says:"The Dependency service or group failed to start"
When i click on Dependencies tab, they say that: " The service cannot be started either because it is disabled or because it has no enabled devices associated with it" What can i do??
I'm afraid this caused multiple services to stop(other than Firewall)
2)(plz answer that one first) How do i create maps for a game(Ex: Gunbound) using 3ds Max? I cant seem to know anything!
