Phone Out from the Philippines?

Hello everyone,
Im new here and I wanted to ask if can I avail of the phone out service of yahoo using Yahoo US IM when Im in the Philippines for a vacation? Or should I use the Yahoo IM Philippines so I can call and avail the phone out service? And one more q' is that which is better, Skype or Yahoo Im for Vista (Beta)? Answers are very much appreciated.
