PLDT DSL connection question for those outside Manila (Tarlac)?

My download speed is always capped at 20 kbps...However one time, downloading from a philippine server I reached 400 kbps download speed..It never happened again and I mean never even when I downloaded the same file again after maybe a year, My download is capped at 20..

You think my computer's the problem or my DSL connection? I have been a PLDT subscriber since 2006 I think and I was wondering if there were any updates PLDT has done to their DSL service? I don't even call their customer service...I'm plan 999 by the way...

Really hope someone answers...I also have just reformatted my PC any tips to start out fresh?

OK, I'm people here in the Philippines.
1. Your DSL Plan 999 is a basic plan. You expect that your maximum speed will be 400 kbps (once happen in your lifetime), average speed of 256 kbps and minimum speed of 30 kbps. Since the web traffic and PLDT DSL consumers are exponentially increasing, your bandwidth speed will be relatively reduced.

2. Also other internet service providers have similar problems such as Globe, SmartBro Wifi (ave. 20 -56 KBps) and Blast Internet. Mozcom is still improving.

3. Have your surfing in non-peak time such as 12 o'clock AM.

4. To have increase your bandwidth have private service from China (If you can afford) with optic fiber relay. Or be in Call Center your bandwidth there is 300 KBps on average.

5. Recently, I have heard of AIDAAS (Advanced Info Delivery and Access Solutions) your speed will be 2 GB per second (aided by satellite and radar in 40km radius, invented by Ukrainian scientist) which is recently experimented here in the Philippines by PLDT and NTC.

Tips on Surfing for Best Speed:
1. Have your surfing in non-peak time such as 12 o'clock AM.
2. Have improve your DSL Plan, install optic fiber.
3. Install first Kaspersky Antivirus 7.0/ ESET Nod32 Antivirus/ Symantec Norton Security 2008/ McAfee Security 2008/ AVG Antivirus-Antispyware 8.0/ Zonelabs ZoneAlarm firewall, after that install download manager (Azureus, Torrent, Frostwire not Limewire).
4. Less download.
5. Be vigilant against hackers and virus and pop-ups, browse safely using Mozilla Firefox 2.0.0.16.
5. Improve RAM, Processor and NVIDIA.

get something else that has better signal in your place. better, get smart bro
