What are some EXTREMELY cheep phone choices?


I'm willing to work with things like VoIP, but I'm going on a tight budget and I want to know cheep phone options. I rarely use the phone, but I wouldn't want to enter into anything that was less than 600 minutes. Also, if it was pay by the minute, I wouldn't want anything that charged more than a .025 a minute. However; this would be my IDEAL (not expecting this- but listed in order of most important)
1- $15 or less per month (Willing to go as high as $20... would prefer something around $10)
2- Portable (Things like VoIP work, I take my laptop everywhere)
3- Text messaging
4- Set monthly (or yearly) price (I like to know what I am paying)
5- (and this is why I bring up services like VoIP) Phone numbers from multiple area codes.
6- Answering machine, caller ID, etc. Bells and Whistles

again, I expect this to be an unreasonable request... but I want to know the closest option.

I have a Magic Jack and it works great. So good I am doing away with my Windstream phone line. Connected with no problems at all and phone quality is good. I recommend the Magic Jack. Report It

alltell wireless pay as you go would probably work well for you but you won't get away with it for as cheap as you want it. It will cost $30 minimum plus $50 for the phone itself.
