1.Germany did not threaten the US directly and the US got into the war from December 1941, which was the date of the Pearl Harbor. The US kept giving embargo to Japan, even the bombs dropped on Pearl Harbor were made from US embargo. While keeping neutral, the president did prepare for war since they have sensed that it will be a full-scale war and they will also be dragged like World War I.

2.The Selective Service Act required that men between the ages of 21 and 30 register with local draft boards. Later, when the U.S. entered World War II, all men aged 18 to 45 were made liable for military service, and all men aged 18 to 65 were required to register. So "peace-time draft", since it was signed before World War II breaks out.
