Need to know about formalities done to get an IT project?

I am planning to start my own business in Software / Testing service industry. I have got enough technology experience but I dont know that what are formalities required to bid (or to place a proposal ) for a project.

I just wanted to ask like which document is firstly required to send to customer and then in reply what I should expect from the customer to know about the customer requirement (and what we call these documents formally )so that i can estimate the size / cost of the project then finally I can send the SOW to customer.

experts, am good in finishing the project but never done this business development task.. I feel expert at yahoo answer would help me on this...
